In a just-released pamphlet co-authored with Solidarity activist Leonid Martynyuk, Mr. Nemtsov claims that President Putin has at his disposal 20 lavish state villas and palaces, four yachts, a fleet of more than 40 aircraft, 15 helicopters, phalanxes of cars, a collection of luxury wristwatches worth about $700,000, and an alleged personal fortune that may amount to billions of dollars.

Though Putin's official salary is just over $100,000 per year, "with a lifestyle like that, it could be compared to that of a Persian Gulf monarch," say the authors of "Life of a Galley Slave" ? the title is a riff on a famous Putin quote, in which he declared that he has "toiled like a galley slave, from morning to night" in his public life.

Most of the assets enumerated in the pamphlet are actually state possessions. Like Soviet commissars of the past, Putin has extensive personal access to a vast empire of property and perks that he does not literally own. Putin has repeatedly denied holding a private fortune.

Putin's press secretary, Dmitry Peskov, told the Moscow daily Kommersant that he had not read the report, but added it probably contains nothing controversial.?? ??

"Information on the residences and transportation of the president is absolutely open, and there is no secret about it," Kommersant quoted Mr. Peskov as saying. "It is all state property and Putin, as the elected president, uses it in accordance with the law. Moreover, he is forced to use many of these things."????

But it also seems undeniable that Putin enjoys a lifestyle that would make a Soviet General Secretary blush.?

Nine of Putin's state domiciles, including the lavish Konstaninov palace in St. Petersburg, have been constructed recently on his orders. By contrast with Putin's total of 20 official residences, the president of the United States has just two; even the entire British royal family has only eight state-owned residences at its disposal.

Former deputy Prime Minister Nemtsov is author or co-author of nine reports about Putin, most focusing on the corruption that pervades Russia on his watch.?

In the past, he has usually managed to get his work published in Russia, even if with difficulties. This time he says that no Russian printing house would touch "Life of a Galley Slave," and a meager 5,000 rough copies were produced in private homes, as was done with the samizdat works of the Soviet era.

"None of the printing houses we previously used have agreed to produce our new project, no matter how much we offered to pay them, because they don't want trouble with the authorities," Nemtsov told the daily Moskovsky Komsomolets, Tuesday.?

"Even people I am friendly with, who have their own print shops, have refused to help. This is a measure of how fast this country is changing, and what a different level of fear there is of the authorities," even compared to the recent past, he added.

Gene Grant: Abroad in New Mexico

The start of the college school year is upon us. And that means money is being spent?on housing, on electronics, on school books and furniture.

Imagine you are an international student coming in from India, China, Mexico, South Korea or Germany. (Those are, in order, the top five countries sending students to New Mexico.) Preparation for the semester is more complicated and expensive for those families.

Add up all this kind of activity nationwide, and some serious cash is being dropped by international students. The competition to attract them is fierce due to the enormous financial and cultural largesse they bring to campuses and cities.

More than $20 billion was added to this nation's economy last year from spending by foreign students and their families.

Incoming University of New Mexico president Dr. Bob Frank gets this. During his initial swing through town, he made sure to mention the need for more international students is at the top of his list. We would be well-served to listen because with a vigorous, strategic and culturally appropriate five- to 10-year plan, this city could see a profound tweak in its makeup inside a generation.

If I told you the economic impact of international students is $55 million statewide, you might think that's pretty hot. Compare that sum to other states, and it starts to look paltry.

Here's the bad news: We are 41st in the nation in snagging international students. There is a lot of room to grow, clearly.

More than $20 billion was added to this nation's economy last year from spending by foreign students and their families, according to the Association of International Educators in its annual Open Doors report. Since no one can seem to agree on a formula, there are estimates out there that suggest $20 billion could be an undercount?a big one.

Frank has been witness. Ohio, where he worked at Kent State, ranked No. 8 nationwide and took in more than $662 million.

In the last academic year, New Mexico had 2,724 international students statewide, with UNM hosting 1,013 and NMSU hosting 1,162.

By comparison, Kent State had 1,503, but as many as 24,709 went to Ohio.

Inside the numbers is a troubling problem: The Land of Enchantment has been trending downward. Nationally, most states are seeing an increase in international students as their numbers in the U.S. have been rising overall. But New Mexico saw a 6 percent decline last year.

There could be a variety of reasons, but what should be clear is the international marketplace is not buying what we are offering. That's an indictment in a global economy.

I think Frank knows this. In order for UNM to maintain viability as an institution, there's an expectation of a bigger international presence. During my interview with Frank on KNME, he proposed to add 800 more international students, putting us in line with modern trends.

But inside that goal is the ultimate challenge: How a university does or does not serve its visiting student body is fantastically complicated. It's hard for these students. Universities previously thought offering a student volunteer and a counselor would be enough, but the isolation, alienation and depression that can sneak in are often unseen problems.

International students cite a loss of social status as a major contributing factor in surveys. A lot of these visitors were popular back home, and American indifference takes a toll. Those surveys also reveal not nearly as much social interaction with classmates as you might expect. This will need attention.

The good news is there are opportunities for UNM. It's interesting to note that Mexico commands 10 percent of our international student makeup, a stout percentage compared with almost every other state. Arizona, for obvious reasons, has seen that number plummet to 4 percent.

India, UNM's top country for students at 16.7 percent, dropped a percentage point nationwide last year. So what are we doing right? Germany, our No. 5, does not register anywhere else in the Southwest and is only 12th nationally. What are we offering German students?

The number of Chinese students in the United States is climbing, too. Last year, they were nearly a quarter of the international student population. Chinese students make up 15 percent of international students at UNM, second to Indians. This number will surely rise. Are we prepared?

Sure, it will take resources for New Mexico to draw more international students. But if the regents can jump on this opportunity, the return on investment is without question.

This is an opportunity for the city, too. We could see a period soon where some of our immigrant communities that have gained a toehold in the International District suddenly take on a new value. These communities are a critical part of the infrastructure necessary for international students? social and academic success.

We have the pieces. Some may need work, but if Frank can stitch this together, we will all benefit.

A recent article in the British magazine the New Scientist has brought attention to several such initiatives. Meet Jinna Lei, a computer scientist at the University of Washington who has built a system in which a cook is monitored by several video cameras installed in the kitchen. These cameras are quite clever: They can recognize the depth and shape of objects in their view and distinguish between, say, apples and bowls.

With this surveillance, chefs can be informed whenever they have deviated from their chosen recipe. Each object has a number of activities associated with it?you don't normally boil spoons or fry arugula?and the system tracks how well the current activity matches the object in use. "For example, if the system detects sugar pouring into a bowl containing eggs, and the recipe does not call for sugar, it could log the aberration," Lei told the New Scientist. To improve the accuracy of tracking, Lei is also considering adding a special thermal camera that would identify the user's hands by body heat. The quest here is to turn modern kitchen into a temple of modern-day Taylorism, with every task tracked, analyzed, and optimized. Geeks hate making errors and love sticking to algorithms. Another project mentioned in the New Scientist is even more degrading. A group of computer scientists at Kyoto Sangyo University in Japan is trying to marry the logic of the kitchen with the logic of "augmented reality"?the fancy term for infusing our everyday environment with smart technologies. (Think of QR codes that can be scanned with a smartphone to unlock additional information or of the upcoming goggles from Google's Project Glass, which use data streams to enhance your visual field.)

To this end, the Japanese researchers have mounted cameras and projectors on the kitchen's ceiling so that they can project instructions?in the form of arrows, geometric shapes, and speech bubbles guiding the cook through each step?right onto the ingredient. Thus, if you are about to cut a fish, the system will project a virtual knife and mark where exactly that knife ought to go on the fish's body. And there's also a tiny physical robot that sits on the countertop. (AP) ? Teens who routinely smoke marijuana risk a long-term drop in their IQ, a new study suggests.

The researchers didn't find the same IQ dip for people who became frequent users of pot after 18. Although experts said the new findings are not definitive, they do fit in with earlier signs that the drug is especially harmful to the developing brain.

"Parents should understand that their adolescents are particularly vulnerable,'" said lead researcher Madeline Meier of Duke University.

Study participants from New Zealand were tested for IQ at age 13, likely before any significant marijuana use, and again at age 38. The mental decline between those two ages was seen only in those who started regularly smoking pot before age 18.

Richie Poulton, a study co-author and professor at the University of Otago in New Zealand, said the message of the research is to stay away from marijuana until adulthood if possible. "For some it's a legal issue," he said, "but for me it's a health issue."

Pot is the most popular illegal drug in the world, with somewhere between 119 million and 224 million users between the ages of 15 and 64 as of 2010, the United Nations reported. Within the United States, 23 percent of high school students said they'd recently smoked marijuana, making it more popular than cigarettes, the federal government reported in June.

Young people "don't think it's risky," said Staci Gruber, a researcher at the Harvard-affiliated MacLean Hospital in Belmont, Mass. Gruber, who didn't participate in the new work, said the idea that marijuana harms the adolescent brain is "something we believe is very likely," and the new finding of IQ declines warrants further investigation.

Experts said the new research is an advance because its methods avoid criticisms of some earlier work, which generally did not measure mental performance before marijuana use began.

"I think this is the cleanest study I've ever read" that looks for long-term harm from marijuana use, said Dr. Nora Volkow, director of the National Institute on Drug Abuse, which helped fund the research.

Ken Winters, a psychiatry professor at the University of Minnesota and senior scientist at the Treatment Research Institute in Philadelphia, said the new findings aren't definitive, but they underscore the importance of studying how marijuana may harm young people. He had no role in the work.

Meier and colleagues reported their work online Monday in the Proceedings of the National Academy of Sciences. It was funded with governmental grants from the United States and Britain, and a foundation in Zurich.

The study drew on survey data from more than 1,000 people in New Zealand, everybody born in the town of Dunedin during a year-long span ending in 1973. In addition to IQ tests, they were interviewed five times between ages 18 and 38, including questions related to their marijuana use.

At age 18, 52 participants indicated they had become dependent on marijuana, meaning that they continued to use it despite its causing significant health, social or legal problems. Ninety-two others reported dependence starting at a later age.

Researchers compared their IQ scores at age 13 to the score at age 38 and found a drop only in those who had become dependent by 18.

Those deemed dependent in three or more surveys had a drop averaging 8 points. For a person of average intelligence, an 8-point drop would mean ranking higher than only 29 percent of the population rather than 50 percent, the researchers said.

Among participants who'd been dependent at 18 and in at least one later survey, quitting didn't remove the problem. IQ declines showed up even if they'd largely or entirely quit using pot at age 38, analysis showed.

The researchers got similar overall results for IQ decline when they compared participants who reported having used marijuana at least once a week on average for the past year. The researchers had no data on how much was used on each occasion or how potent it was.

Dr. Duncan Clark, a researcher at the University of Pittsburgh, said he's not convinced that mental decline is only in those who become dependent by age 18. He said the main lesson he sees in the overall study results is that to preserve one's IQ, it's best to avoid marijuana entirely, no matter what your age.

The researchers also surveyed people who knew the study participants well at age 38. They found that the more often participants were rated as marijuana-dependent in the surveys over their lifetimes, the more memory and attention problems were noticed by their acquaintances over the previous year.

I barely ever make tacos. Like, barely ever. The last time I made tacos was literally? I can?t remember! Maybe back in 2005. I don?t know.

They just don?t appeal to me. You know why? I feel like I?m not going to be satisfied by them. The crunchy shells just seem too flimsy and light to be a real meal.

But what about the toppings?!!! I hear you shout. Yes, I am a fan of guacamole. Yes, I am a fan of sour cream. A big fan. Sure, I like salsa, and lettuce, and spicy mince meat too. But tacos, to me, are nothing more than a snack.

One day recently, though, I was in the mood for a snack. Well, a light lunch, actually. And I thought of tacos. Somehow, they just popped straight into my head.

I didn?t have any mince meat, so I had to use my imagination. I figured that since I didn?t have any sour cream in the fridge I may as well go the whole hog and create a fully vegan taco. I?m crazy like that. Believe it or not though, the recipe came together surprisingly easily.

Fresh, ripe avocado took the place of sour cream and guacamole to provide a rich creaminess, while a can of four bean mix got heated with onion, garlic and spices before being blitzed with nutty soy milk to form a chunky mix.

Trust me when I say you won?t miss the meat at all ? or even the sour cream. And that?s coming from a dairy junkie!

Give these a try. I think you?ll really dig this fresh and wholesome way to eat Mexican food without loads of extra calories. Chow down on them for a satisfying, yet light, lunch or dinner. Or indeed, a snack :)

serves 4

  • 1 brown onion, thinly sliced into wedges
  • 2 cloves garlic, finely chopped
  • 2 x 400g cans four bean mix
  • 1/2 teaspoon paprika
  • 1/2 teaspoon ground chilli
  • 1/2 teaspoon ground cumin
  • 3/4 cup Vitasoy Original Soymilk

To serve

  • 8 corn tacos
  • 1 diced avocado
  • Shredded lettuce
  • Tomato salsa

1. Pour the oil to a large frying pan over medium heat and add the onion. Saut? for 5 minutes or until just starting to brown. Add the garlic and cook for 1 minute more.

2. Drain and rinse both cans of beans and add to the frying pan. Sprinkle in all the spices and stir for 2-3 minutes until well combined and heated through.

3. Transfer half of the bean mixture to a mini food processor and pour in the soy milk. Pulse a few times to roughly mash the beans, leaving them still a little chunky. You can also do this step using a fork and a strong arm, if you don?t have a food processor.

4. Return the mashed beans to the frying pan with the whole beans. Season with salt and pepper and stir over medium heat until hot. Serve in taco shells topped with lettuce, avocado and salsa.

(AP) ? A gunman who killed a former co-worker in cold blood in the shadow of the Empire State Building and then was shot dead by police after he turned his gun on them spent long hours in the quiet of Central Park, photographing hawks and marveling over nature's beauty.

His victim was a gregarious salesman, beloved by his nieces and nephews as the fun uncle who could talk with equal expertise about the New York Jets and the women's fashion accessories he sold.

Investigators on Saturday were trying to piece together what caused Jeffrey Johnson, a T-shirt designer, to ambush Steve Ercolino, an apparel company vice president, a day earlier outside the Manhattan offices of the company where they once were colleagues.

Police said Johnson hid behind a car and then killed Ercolino with five gunshots as he arrived for work. Johnson then was shot by two police officers who confronted him on a busy sidewalk.

Security camera footage showed the officers had only an instant to react when Johnson suddenly turned as they approached and pointed his gun at them, his arm cocked as if to fire.

Their encounter was over in eight seconds. The officers, who had been standing nearly close enough to shake hands with Johnson and had no opportunity to take cover, fired almost immediately.

Nine bystanders were wounded in the 16-shot volley, all by stray or ricocheting police bullets, police confirmed Saturday. None of their injuries was life-threatening, police said.

Police investigating Johnson's killing of Ercolino were eyeing bad blood between them from when they worked together at Hazan Import, a garment district business where Ercolino was a vice president of sales.

Johnson and Ercolino had traded harassment accusations when they worked together, police said, and when Johnson was laid off from the company a year ago he blamed Ercolino, saying he hadn't aggressively marketed his new T-shirt line.

After Johnson's layoff, neighbors said, he continued to leave his apartment every day in a suit.

Internet records listed Johnson as the administrator of the website for a business called St. Jolly's Art, which sold iron-on graphic art for T-shirts. Art for sale on the site included stylized drawings of fighter planes and muscle cars and whimsical "seafaring vignettes" featuring pirate maidens and tall ships.

Johnson also was part of a community of bird watchers and photographers who document hawks and other wildlife living in Central Park, a few blocks from his home.

In one email to another bird watcher who works at The Associated Press, Johnson wrote tenderly about spending a winter night watching ducks in the park.

"Near midnight by the Harlem Meer I watched a little 'flotilla' of Mallards swimming and softly honking ... fifteen degree temp and they were carrying on unfazed. Just remarkable," he wrote.

His photographs of Central Park's hawk population appeared regularly on blogs tracking the birds.

A neighbor who often saw Johnson, 58, said he was always alone.

"I always felt bad," said Gisela Casella, who lived a few floors above Johnson in a modest apartment building on the Upper East Side. "I said, 'Doesn't he have a girlfriend?' I never saw him with anybody."

Ercolino, 41, was described by his relatives as the opposite of a quiet loner.

His eldest brother, Paul Ercolino, said he was a gregarious salesman who often traveled, had a loving girlfriend and was the life of any family gathering.

"He was in the prime of his life," he said. "He would do anything for anybody at any time. ... He was so wonderful with my children. At Christmastime, he was the one who always had the best presents for the kids."

Paul Ercolino said his brother, known to nieces and nephews as Uncle Ducky because of his nearly blond hair, had followed his father into the garment industry after growing up in Nanuet, just north of New York City, then later worked in women's handbags and accessories. He said his brother had never mentioned to the family that he had any problems with a co-worker.

Hazan Import Corp. executives didn't return phone calls seeking comment Friday.

Johnson, after waiting for Steve Ercolino to come to work, walked up to him, pulled out a .45-caliber pistol and fired at his head, police Commissioner Ray Kelly said. After Ercolino fell to the ground, Johnson stood over him and shot four more times, a witness told investigators.

"Jeffrey just came from behind two cars, pulled out his gun, put it up to Steve's head and shot him," said Carol Timan, whose daughter, Irene Timan, was walking to Hazan Imports at the time with Ercolino.

In security camera footage released by the police, Johnson can be seen walking calmly down the sidewalk after the shooting, distancing himself slightly from the other pedestrians, who appear to have no awareness that anything is wrong.

But when two police officers approach in a hurry, Johnson turns and pulls a handgun from a bag. Then, the scene explodes into action. People seated on a bench behind the gunman and pedestrians standing close to the two officers run for their lives.

Only a young child seems not to react, strolling out of view of the camera as adults all around leap away in terror.

Startled New Yorkers later looked up from their morning routines in the crowded business district to see people sprawled in the streets bleeding and a tarp covering a body in front of the tourist landmark.

"I was on the bus, and people were yelling 'Get down! Get down!" accountant Marc Engel said. "I was thinking, 'You people are crazy. No one is shooting in the middle of midtown Manhattan at 9 o'clock in the morning.'"

It was over in seconds, he said ? "a lot of pop, pop, pop, pop, one shot after the other."

Afterward, he saw sidewalks littered with the wounded, including one man "dripping enough blood to leave a stream."

The officers who fired were part a detail regularly assigned to patrol landmarks such as the 1,454-foot-tall skyscraper since the Sept. 11 attacks, officials said.

Kelly, the police commissioner, said the officers who confronted Johnson had "a gun right in their face" and "responded quickly, and they responded appropriately."

"These officers, having looked at the tape myself, had absolutely no choice," he said.

A witness had told police that Johnson fired at the officers, but authorities say ballistics evidence doesn't support that. Johnson's gun held seven rounds, they said. He fired five times at Ercolino, one round was still in the gun and one was ejected when officers secured it, authorities said.

A loaded magazine was found in Johnson's briefcase.

Johnson legally bought the gun in Sarasota, Fla., in 1991, but he didn't have a permit to possess it in New York City, authorities said.

Mayor Michael Bloomberg said New York still is the safest big city in the country, on pace to have a record low number of murders this year.

"But we are not immune to the national problem of gun violence," he said of the shooting, following mass shootings at a Colorado movie theater and a Sikh temple in Wisconsin.

The nine people wounded outside the Empire State Building were all from New York City, except for a woman from Chapel Hill, N.C. They suffered graze wounds or other minor injuries.

Metal detectors and bag searchers have been standard at the Empire State Building since 1997, when a gunman opened fire on the 86th-floor observation deck, killing one tourist and wounding six others before fatally shooting himself.

The skyscraper remained open Friday throughout the mayhem, although its workers became witnesses.

"We were just working here and we just heard bang, bang, bang!" said Mohammed Bachchu, a worker at a nearby souvenir shop.

He said he rushed from the building and saw seven people lying on the ground, covered in blood.

Rebecca Fox said she saw people running down the street and initially thought it was a celebrity sighting, but then she saw a woman shot in the foot and a man dead on the ground.

"I was scared and shocked and literally shaking," she said. "It was like 'CSI,' but it was real."
