If there's one thing Republicans and Democrats agree on, it's that small business is the answer to what ails the economy. On these tiny bundles of entrepreneurial energy, they say, rides the nation's hope for lower unemployment and faster economic growth.

But the work of several economists suggests that most small businesses are not particularly adept at creating jobs, at least not the best jobs. The work also suggests their role in generating national wealth has been exaggerated.

The problem is that not all small businesses are created equal. Businesses just getting off the ground contribute most of the country's job growth, but older small businesses cut as many as they add.

Think Bill Gates and Paul Allen huddled together late nights developing Microsoft, not the corner liquor store.

"I don't want to pick on dry cleaners and restaurants and small manufacturing firms, but they're not a big source of job creation," says John Haltiwanger, an economist at the University of Maryland.

Politicians like to say that small companies create two of every three jobs in a given year. That's less impressive when you consider that almost all the 6 million companies in the U.S. ? 99.9 percent of them ? are small businesses, with fewer than 500 workers.

What's more, two-out-of-three masks the fact that most small businesses eliminate more jobs than they create in a given year, either through layoffs, closings or bankruptcy.

And many of the rest, the ones that don't shrink or shut down, don't offer much hope for the millions of Americans looking for jobs.

According to an August study by two University of Chicago economists, most small business owners just want to be their own boss and never expect to hire more than a few employees.

In fact, the more you study the numbers, the more you wonder what the politicians are getting so excited about.

Haltiwanger and two other economists showed, in a study of millions of companies over 30 years, that small businesses no more than five years old ? that's about 40 percent of them ? are the only ones that create more jobs each year than they cut.

In 2005, for instance, more than 99 percent of the 2.5 million net new private-sector jobs in the United States came from these startups, according to the U.S. Census Bureau.

But the 60 percent of small businesses that have been around more than five years act as a slight drag on the number of jobs available in the United States. They have cut about 0.5 percent more staff than they have added in a typical year, according to Haltiwanger.

By contrast, big businesses, the ones that get all the headlines for layoffs, have hired more than they have cut ? about 0.1 percent in a typical year.

Economist Charles Kenny of the New America Foundation, a nonpartisan research group, goes as far as suggesting that Washington should stop offering certain incentives to small business owners, such as loan guarantees and write-offs on taxes for home offices. He says the money would be better spent subsidizing research and development.

"If you want jobs, you have to focus on the innovative firms trying to provide something new and different," he says.

The country's unemployment rate is 8.3 percent, the lowest in three years. But the U.S. still has 5.6 million fewer jobs than before the recession. Assuming the pace of hiring from last year continues, it will take three years to recover all the lost jobs.

Small businesses aren't helping much. They cut more workers than they hired in all but three months last year, and contributed zero to job gains again in January, according to a survey by the National Federal of Independent Business.

To change that record, Republicans say Obama needs to cut federal rules and paperwork that are burdensome for small businesses that don't have human resource departments, legal staff and vast resources like big businesses.

To comply with federal regulations on the environment, for instance, companies with fewer than 20 workers spent $4,101 per worker in 2008, or 4? times more than companies employing 500 or more, according to the Small Business Administration.

The same study showed these businesses spent three times more per worker on tax preparation than did their larger counterparts.

"As regulatory complexity increases, it's hard on small firms," says William Dunkelberg, chief economist at the National Federation of Independent Business, a group closely allied with Republicans. "We need to get government out of the way."

But many economists think the root of the job problem is deeper.

Again, it's the difference between old small businesses and new small ones, and the U.S. is not creating enough of the new ones.

It was true even before the Great Recession: The number of startups less than a year old was no higher in the boom year of 2006 than it was 30 years ago, when the economy was much smaller, according to the Census Bureau. And the ones that are launching are hiring fewer people, too.

The grim takeaway is that the U.S. could struggle with high unemployment long after a pickup in economic growth.

Even the idea that small businesses play an outsized role in the economy has come under attack lately.

A study from the left-leaning Center for Economic and Policy Research shows that the self-employed worker, that rugged exemplar of the small businessperson, accounted for less of the working population in the U.S. than in the other 20 rich countries tracked, except for Luxembourg.

Another study by economists at Harvard and Dartmouth suggests that might not be such a bad thing because poorer countries are more likely to have a higher share of their workers self-employed.

Rockford district agrees to rehire 18 teachers in settlement with union

ROCKFORD ? The Rockford School Board rehired three teachers tonight after a labor settlement with the Rockford Education Association. More teacher hires could be on the way, either for the current school year or the 2012-13 year.

The district and REA reached an out-of-court settlement in January to rehire 18 teachers after the union filed a complaint of an unfair labor practice.

Here?s what happened: The School Board approved the dismissal of some 573 staff members ? a mix of teachers, administrators and support staff ? in March 2010. The district dismissed first- and second-year teachers, and third- and fourth-year teachers were involved in a reduction in force, or RIF.

Those RIFd teachers were supposed to be kept on an active rehire list for 20 months from the last day of the school year and also receive notifications of job vacancies during those 20 months. REA President Karen Bieschke said those staff members in the RIF were later dismissed or fired and stripped of their recall rights.

?That?s the gist of the unfair labor practice,? she said.

The district, however, disputed the charge. But instead of going to court, the district and REA reached a settlement Jan. 6 and found a solution that?s agreeable to both sides, Bieschke said.

The settlement agreement is a legally binding document.

?Part of that agreement says there?s no fault placed on either side,? Bieschke said.

The settlement says the 18 employees the district had not rehired of the approximately 180 third- and fourth-year teachers affected should be offered their jobs back. They now have three options: start working this school year, start working in the 2012-13 school year or not participate in the settlement agreement.

A handful of teachers already have planned to return this year, Bieschke said, and the School Board approved three of those teachers tonight.

?They?re really committed to Rockford and our students,? she said.

Those employees affected must respond to the settlement by March 1, otherwise the offer expires. Employees? tenure status would restart once they return to the district, but they would return to the district at their previous place on the salary schedule, Bieschke said.

?They?re going to rehire these teachers, and there are vacancies already for them, so it should have a minimal impact,? Bieschke said.

Chief Financial Officer Cedric Lewis hasn?t yet calculated the effect these additional hires could have on the district?s budget.

?Details are still being worked out,? Lewis said in an email. ?I?ll know more when we find out how many, in fact, return.?

It?s only 18 teachers in the estimated 1,850 union membership ? a small number for the union, but when elementary schools have between 20 and 30 teachers, it could make a big difference, Bieschke said.

?It?s a small number, but it makes a big impact on those 18 people,? she said.

Creating Resumes: 3 Apps to Get You Work | iPad.AppStorm

One of the most efficient uses for the iPad is in the business world. There are plenty of apps out there for business and productivity that have been covered here on iPad.Appstorm, but what about apps for helping you find and get a job?

Back in December I wrote a round up of 15 Apps to Land Your Next Job. One of the big keys to getting the career you want is in the first impression, which is why I wanted to compare in more depth the three apps listed in that article for creating and sharing your resume.

All three include the ability to input your career information, create multiple resumes, and choose from a variety of templates. However, there are some significant differences between the apps. So, let?s determine which one is best for your job seeking needs!

kyCVwy is made by French developer, Appnotie and stands for ?keep your CV with you.? For those of you who are unfamiliar with the term CV (curriculum vitae), it is a document very similar to a standard resume.

While the name of the app is a mouthful, the app is fairly easy to learn and inputting information is simple. Unlike the other two apps I?ll review, you can choose to add a picture from your camera roll or take a picture. There is even the option to crop and change it to black and white.

There are 6 resume templates available to choose from and you can send it to an AirPrint printer or email it in PDF format. The latest version added a feature to convert your resume into any number of different languages, but it only changes the titles of each category not the information inputted. Most of the supported languages are from countries in Europe.

kyCVwy is the only app out of the 3 that can create cover letters.

Another feature unavailable in the other two apps is the ability to create a cover letter. While this is possible in kyCVwy, there are no templates available for cover letters, so you?ll need to write the entire letter as you would in any word processing software.

Overall, the app is pretty useful with a few things that differentiate it such as the ability to include pictures and cover letters. My only complaints are that landscape mode is not an option, there is no spell correction, and the English version had spelling errors throughout which made it feel unpolished.

At first glance, ResumeBase has a more elegant, modern design than kyCVwy. ResumeBase is also more customizable than kyCVwy in that it allows you to add all your information and then choose what to include on each resume you create without having to input everything again.

To me, this is the main distinguishing feature of this app and is especially handy if you are applying for jobs in different fields.

The black and white color scheme gives ResumeBase a contemporary look.

You can print your resume from the app or save it in rich text (.rtf) or plain text (.txt) format.

There is also the option to include your social networks on your resume and add references using the information from your address book.

As we all know, having a spelling mistake on your resume is a major faux pas, so I was happy to see that spell check was included. You can create your resume using two types, chronological and functional, which are both very similar and then you can choose from four different font sizes and types. The biggest drawback to ResumeBase is that it doesn?t provide a way to create cover letters, so you?ll need another app for that.

Pocket Resume was the third app I tried out for creating resumes. While this app has some strong points and seems to be the most talked about in this category, its usefulness will depend on what you need to do. For instance, Pocket Resume doesn?t include a way to create cover letters or print your resume.

Also, while 8 templates are included, there are very minor differences between each one. Most of them are simply changes between font styles and colors, not major differences in layout.

The standard layout for most resumes created in Pocket Resume is simple, but it gets the job done.

However, there are some nice features such as the ability to import your information from a LinkedIn profile. There are more options than the other two apps for sharing or exporting your resume as well. You can share it through email, DropBox, or export to PDF or RTF format for editing on your computer. Furthermore, I appreciated the aesthetic design of Pocket Resume which looks like a portfolio with paper and leather textured backgrounds throughout.

Which One Is Right for You?

All three apps cost $2.99, so you?re left to decide purely on features alone. Each of these apps seemed to work as described and didn?t take much time to learn. In all three instances I was able to jump into creating a resume within minutes.

One of the few hindrances I noticed was the language barrier. As an American I had to get used to the different terminology used in some of these apps that were created from developers in other countries, like the expression ?referees? instead of ?references? in ResumeBase.

Which one you choose will really depend on your needs. Either way, it?s great to have your resume with you whenever you?re on the go. If the capability to print is important to you, then you?ll want either kyCVwy or ResumeBase. If you don?t need to be able to print and prefer more options for ways to share your resume digitally, then you would probably be more inclined to pick Pocket Resume. Also, if using just one app to create both your resume and cover letter is appealing you?ll want kyCVwy.

Having your iPad and one of these apps on hand will ensure that you?re prepared if any job opportunity comes your way. Have you used one of these apps? What are your needs for creating and sharing resumes?
