(AP) ? Beyonce will battle her husband for video of the year at the BET Awards, and now both performers are confirmed to attend.

Beyonce is the second most nominated act. She's up for six awards. Jay-Z is nominated for five.

Kanye West leads the pack with seven.

Two of West and Jay-Z's collaborative songs are up for video of the year. Beyonce is also nominated twice in the category. The final nominee is Usher.

Chris Brown, Nicki Minaj and Usher are set to perform. And Whitney Houston's mother is part of a tribute for the late superstar that will include other singers.

Jamie Foxx, Quentin Tarantino and Tyler Perry will present awards. Samuel L. Jackson will host the show, which will be held Sunday at the Shrine Auditorium in Los Angeles.

WASHINGTON -- Major college football finally will have a playoff. Come 2014, the BCS is dead.

A committee of university presidents on Tuesday approved a plan for a four-team playoff put forward by commissioners of the major football conferences.

The new system doesn't go too far, Virginia Tech president Charles W. Steger said.

"It goes just the right amount," he said.

The move completes a six-month process for the commissioners, who have been working on a new way to determine a major college football champion after years of griping from fans.

"There were differences of views," Steger said. "I think it would be a serious mistake to assume it was a rubber stamp."

Instead of simply matching the nation's No. 1 and No. 2 teams in a championship game after the regular season, the way the Bowl Championship Series has done since 1998, the new format will create a pair of national semifinals.

College football fans have been clamoring for a playoff for years, and the BCS has been a frequent target for criticism. Lawmakers have railed against it. A political action committee was formed, dedicated to its destruction. The Justice Department looked into whether it broke antitrust laws. Even President Obama said he wanted a playoff.

Now it's a reality.

No. 1 will play No. 4, and No. 2 will play No. 3 on Dec. 31 and Jan. 1. The sites of those games will rotate among the four current BCS bowls -- Rose, Orange, Fiesta and Sugar -- and two more to be determined.

The winners will advance to the championship game on the first Monday in January that is six or more days after the last semifinal. The first championship Monday is set for Jan. 12, 2015.

The site of the title game will move around the way the Super Bowl does, with cities bidding for the right to host.

The teams will be selected by a committee, similar to the way the NCAA basketball tournament fields are set. The men's tournament has 68 teams and 37 at-large bids.

The football committee will have a much tougher task, trying to whittle the candidates to four. Among the factors the committee will consider are won-lost record, strength of schedule, head-to-head results and whether a team is a conference champion.

The commissioners want to lock in this format for 12 years with a television partner. The current BCS deal with ESPN runs through the 2013 season. The new format will be presented to potential TV partners in the fall, starting with ESPN.

There are still some details to work out -- such as who will be on the committee and what new bowls will be involved in the semifinal rotation -- but all the decision-makers are on board.

Lower divisions of college football already have a playoff, but the highest level always has used bowls and polls to determine its champion. Those days are coming to an end.

"By making this change we felt we could enhance the regular season but at the same time provide the fans with the kind of postseason that will contribute to the regular season," Southeastern Conference commissioner Mike Slive said.

Health care law lacks support, but so does the status quo

Americans are equally dissatisfied with the current health care system and with the federal law intended to improve it - suggesting that the U.S. Supreme Court's decision on that law will by no means end the country's sharp political debate over health care policy.

Just 36 percent in this ABC News/Washington Post poll express a favorable opinion of the health care law under Supreme Court review. But ratings of the health care system as it currently stands are about as weak, 39 percent favorable. That means that while the intended fix is unpopular, so is the status quo - leaving the public still in search of solutions.

One key challenge is that while Americans are broadly dissatisfied with the system overall, vastly more - 75 percent - rate their own quality of care favorably. The difficulty thus remains where it's been all along: Forging solutions to the current system's problems that don't leave people fearing they'll lose what many see as their own good quality of care now.

The high court's ruling on the health care law, the Patient Protection and Affordable Care Act, known as the ACA, is expected Thursday. While the law's popularity is weak, barely more than half, 52 percent, see it unfavorably, including 38 percent who have a "strongly" unfavorable opinion. With key provisions yet to take effect, 12 percent are undecided.

Other polling has indicated that a variety of aspects of the ACA are broadly popular - but that these are outweighed by the unpopularity of the so-called individual mandate, requiring nearly all adults to purchase insurance or pay a fine.

Another difficulty for proponents of the ACA is that dissatisfaction with the health care system now, or with current care, doesn't boost support for the new law. Among people who rate the current system unfavorably, just 35 percent have a favorable opinion of the ACA. And among those who give a negative review to their own care, the ACA's popular with just 32 percent.

Still, while the ACA is not popular, an ABC/Post poll in May found weak support for Mitt Romney's call to repeal it - a 40-40 percent division in favorable vs. unfavorable views. And in another measure, in April, just 38 percent said the Supreme Court should reject the law in its entirety. Twenty-five percent wanted it entirely upheld; 29 percent said it should be upheld in part, rejected in part.

POLITICAL LINES - This poll, produced for ABC by Langer Research Associates, finds sharp political differences, with the ACA seen favorably by 59 percent of Democrats, falling sharply to 36 percent of independents and just 14 percent of Republicans. Ideological divisions are similar, with liberals nearly three times more supportive of the law than are conservatives.

Divisions on the current health care system are more muted. Republicans divide, 47-49 percent, in favorable vs. unfavorable opinions of the system as it is now. Positive views are 10 and 13 percentage points lower among Democrats and independents, respectively.

Among one group - conservative Republicans - favorable views of the current system inch over the halfway point, to 51 percent, while positive ratings of the ACA crater in this group at just 11 percent. Across the spectrum, among liberal Democrats, the current system is less popular by 19 points, while the ACA is more popular by a vast 60-point margin vs. conservative Republicans.

A difference in intensity of sentiment boosts critics of the health care law: It's seen "strongly" unfavorably by 63 percent of Republicans and 57 percent of conservatives, but strongly favorably by just 30 percent of Democrats and 31 percent of liberals.

OTHERS - Among other groups, views of the ACA are more strongly negative by 15 points among full-time workers vs. those who are employed part time; by 18 points among middle-aged and older adults (40 and up) vs. those who are younger; and by 10 points among people with middle or higher incomes vs. those with household incomes less than $50,000 a year.

Positive ratings of current care, for their part, peak among senior citizens, at 86 percent - perhaps ironically, given their enrollment in the government-run Medicare program. Current care ratings also are higher, by 15 points, among people with $50,000-plus incomes, vs. their lower-income counterparts. And strongly favorable ratings of current care spike, in particular, among people in $100,000-plus households.

In all, however the Supreme Court rules, views on health care leave most Americans in a long-familiar place: torn between satisfaction with their own quality of care and unhappiness with the current system overall - and dissatisfied with the solutions as yet put forth.

METHODOLOGY - This ABC News/Washington Post poll was conducted by landline and cell phone June 20-24, 2012, among a random national sample of 1,022 adults. Results have a margin of sampling error of 3.5 points. The survey was produced for ABC News by Langer Research Associates of New York, N.Y., with sampling, data collection and tabulation by SSRS/Social Science Research Solutions of Media, Pa.

The Steroid Era is behind us

Baseball Expert Tony DeMarco has been covering the big leagues since 1987, and been casting Hall of Fame ballots for the last 14 years. He answers questions weekly here:

Q. It seems like we're having no-hitter alerts frequently, and offenses are struggling overall. What are the reasons for this, and is this a fluky thing, or a sign of a larger trend?

A. There definitely is a larger trend here, and it's simply that we've fully gotten beyond the inflated offensive numbers of the Steroids Era, and returned to relative normalcy.

There have been two perfect games and three no-hitters this season: the White Sox's Philip Humber and the Giants' Matt Cain threw perfect games, and the Angels' Jered Weaver, the Mets' Johan Santana and a sextet of Mariners hurled no-hitters.

The 2012 MLB average for runs per game is at 8.6 through Monday ? up a tick from last season's 8.56 mark, which was the lowest since 1992.

In contrast, the peak of the Steroids Era was 2000, when the average runs per game was 10.28. That number also exceeded 10 runs per game in 1996 and 1999, was above 9.5 for an eight-year stretch of 1994-2001, and was at least 9.0 every year from 1993 to 2009.

But notice the decline since 2006: (9.72); 2007 (9.6); 2008 (9.3); 2009 (9.2); 2010 (8.76); 2011 (8.56), 2012 (8.6).

The numbers from the last three seasons are in line with those from the early 1970s to the early 1990s. As many know, pitching mounds were lowered from 15 inches in height to 10 after the 1968 season ? the so-called Year of the Pitcher ? when runs per game average dipped to just 6.84 after being in the 7s from 1963-67, when a handful of future starting pitcher Hall of Famers were in their peak years.

Batting averages, home runs and slugging percentages have made similar declines in recent seasons:

MLB teams peaked at a .271 season batting average in 1999 (also .270 in 1994, 1996 and 2000), while the current average is down to .253.

Home runs peaked at 2.34 per game in 2000, and currently are down to 1.98 per game.

The average slugging percentage topped out at .437 in 2000, and currently sits at .402.

And in this season, the number of sub-.200 hitters ? and I'm talking about regulars or at least platoon players ? is alarmingly high. Put it this way: Mario Mendoza has plenty of company, as through Monday, there are no fewer than 14 players hitting under .200 with at least 100 at-bats:

As for the reasons why, let's first give credit where it's due. Some elite-quality arms have entered the majors in the past few seasons, and they are making their marks: Stephen Strasburg, Clayton Kershaw, Chris Sale, Brandon Beachy, Yu Darvish, Madison Bumgarner, Wade Miley, Jordan Zimmerman, Matt Harrison, Ivan Nova, Jeremy Hellickson, Aroldis Chapman, Craig Kimbrel, and the list could go on.

The next reason that should be obvious is the drug-testing program ? instituted in 2006 and beefed up since ? is working.

Another perhaps underrated reason is improvements on defense ? both in the speed and range of fielders, and in the more-aggressive positioning of defenders according to charts that show where hitters are most likely to put the ball in play.

It used to be that an infield shift was isolated mostly to left-handed pull/power hitters. Now you see teams ? led by the Tampa Bay Rays ? employing shifts of infielders for several hitters in a lineup.

So even though the trend in new parks has leaned heavily to offense-friendly dimensions, other factors have led to the recent decline in runs.

Q. Josh Hamilton is skipping the Home Run Derby again, saying he doesn't want to get hurt. Boston fans are saying Adrian Gonzalez's swing hasn't been the same since last year's Derby. Are these isolated concerns, or is the Derby a real danger to players?
? Jim Alford, University City, Calif.

A. Sure, there are understandable concerns ? mostly in front offices ? that competing in the Home Run Derby ? and for that matter, All-Star Games and World Baseball Classics ? can lead to injuries.

But as far as the Home Run Derby is concerned, to say there is any longer-term negative affect on regular-season performance from altering a swing to compete in the derby is ridiculous. A couple of weeks maybe, but anything beyond that, and any hitter who's great enough to be invited to participate in the Home Run Derby should be able to make any necessary adjustments.

First of all, unless you go deep into a derby competition, you're not doing much more than a regular daily batting practice session ? although admittedly there will be adrenalin pumping as in a game situation.

Nobody is certain why Gonzalez's numbers are so far off his career norm, but to blame it on last year's derby participation makes no sense. That statute of limitations expired long ago. Other factors obviously are involved, and it usually involves pitchers finding and exploiting weaknesses. Playing out of position wasn't helping him, either.

As for Hamilton, there could be some trepidation on his part given that he's in a contract year. He's also battling a big slump right now that has tempered his awesome start to this season. We also have to consider that he's already put on what might be the greatest derby performance we'll ever see, so he really does have nothing to prove at this point.

MLB obviously would love to have Hamilton (and Matt Kemp) participate, but it's the players' call, and team front offices also are going to err on the side of caution with the long-term financial investments they've made in their superstars.

Q. With talk about bringing in the fences as a few parks, do you know if there is a basic guideline for the distances fences should be from home plate?
? Frank, Seattle

A. The official MLB rule book doesn't get any more specific than this: "A distance of 320 feet or more along the foul lines and 400 feet or more to center field is preferable.''

Obviously, there are exceptions: The 37-foot-high Green Monster in Fenway is listed at 310 feet down the left-field line, although many believe it's closer than that to home plate. The Pesky Pole in the right-field corner in Fenway is 302 feet away.

The center-field wall in Minute Maid Park is 436 feet away ? furthest in the majors, and up a hill, besides. But the left-field wall there is only 315 feet away (but 19-feet high) leading to many home runs lofted into the Crawford Boxes.

And sometimes, distance is only part of the equation. The right-field corner at AT&T Park is 309 feet, but the 25-foot wall and marine conditions make it one of the toughest right-field home run parks in the majors, unless you're Barry Bonds.

But as a whole, ballparks are more-uniform than they used to be. For example, in the Polo Grounds ? arguably the most-extreme park in history ? it was 279 feet down the left-field line, 483 feet in center, and 258 feet down the right-field line.

ENNISKILLEN, Northern Ireland (AP) ? Queen Elizabeth II arrived in Northern Ireland on Tuesday to celebrate the British territory's hard-won peace in a town that suffered one of the IRA's worst massacres ? and inspired its greatest moment of Christian forgiveness.

Catholic and Protestant leaders from across Ireland united in Enniskillen at an ecumenical service in the monarch's honor as, outside in wind and rain, several thousand people waved Union Jack flags and banners honoring the queen amid an unrelenting din of pealing church bells.

The monarch's long-awaited meeting with former Irish Republican Army commander Martin McGuinness comes Wednesday in Belfast. But the start of her Northern Ireland tour was devoted to Enniskillen, where a no-warning IRA bomb in 1987 killed 11 Protestant civilians and wounded 63 others as they commemorated British dead from the two world wars.

"She's a total lady. We were nervous, but she made us feel at ease," said Stephen Gault, who was among a group of bombing survivors to meet the queen and her husband Prince Philip in a Protestant minister's home. Gault was wounded that day, while his 49-year-old father Sam was killed.

"Today brings back some terrible memories, to be sure," Gault said, "but above all it shows us that the Enniskillen victims have not been forgotten."

Widespread revulsion at the Enniskillen slaughter proved a threshold event in Northern Ireland's four-decade conflict, spurring McGuinness and other IRA chiefs to begin sounding out peace terms with Britain. McGuinness, now the senior Catholic in Northern Ireland's power-sharing government, refused to meet the queen during her landmark visit to the Republic of Ireland last year but says the time is finally right to mark lasting reconciliation with his old enemy.

But first the queen highlighted the impressive resilience of Enniskillen, whose British Protestant and Irish Catholic residents long avoided succumbing to the worst of Northern Ireland's sectarian passions. Locals invited the queen into the town's neighboring Protestant and Catholic cathedrals. The queen received thunderous applause as she entered St. Michael's Cathedral, her first visit to a Catholic Church in Northern Ireland during her 60-year reign.

Earlier, as she and her husband Prince Philip were honored at the Protestant St. Macartin's Cathedral, leaders of all the main churches took turns leading 700 dignitaries in hymns and prayers. The Protestant leader of the unity government, Peter Robinson, read from the Golden Rule of the Gospels. But no figures from McGuinness' party, the Irish nationalist Sinn Fein, were present in Enniskillen.

The pretty lakeside town, renowned for its fishing and its easy-going civility, barely featured in the conflict before that terrible Sunday morning in November 1987, when an IRA bomb beside the town's war memorial buried a crowd of Protestant families in rubble ? and one of its survivors moved the world as he described saying goodbye to his dying daughter beside him.

"She held my hand tightly and gripped me as hard as she could. She said, 'Daddy, I love you very much.' Those were her exact words to me, and those were the last words I ever heard her say," a bloodied Gordon Wilson, an Enniskillen draper, said hours after the bomb killed his 20-year-old daughter Marie, a nurse. "But I bear no ill will. I bear no grudge. Dirty sort of talk is not going to bring her back to life. She was a great wee lassie. She loved her profession. She was a pet. She's dead. She's in Heaven and we shall meet again."

Of her IRA killers, he said: "I will pray for these men tonight and every night."

Wilson later met IRA commanders face to face to appeal for a cease-fire that finally came in 1994. Enniskillen's peacemaker died of a heart attack a year later aged 67, but others who survived the carnage that day, some maimed for life, said Wilson's spirit was guiding Tuesday's celebrations.

The queen is making her 20th trip to Northern Ireland since ascending to the throne in 1952. Her visit officially is to celebrate her 60th anniversary as monarch, but it is highlighting dramatically improved times in this long-turbulent corner of the United Kingdom following the U.S.-brokered Good Friday peace accord of 1998, and the 2007 formation of a stable Catholic-Protestant administration to replace British rule from London.

Despite the continuing threat from small IRA factions still plotting gun and bomb attacks, her trip was announced weeks in advance, a radical departure from the previous policy requiring a media blackout until her arrival. Security precautions were substantial but lower than the norm, with police in flak jackets lining the town's Church Street.

McGuinness, whom British and Irish officials say was an IRA commander from 1971 to 2005 when his Provisional IRA faction disarmed and renounced violence, has been the senior Catholic in Northern Ireland's power-sharing government since 2007. His longtime Protestant enemies, once deeply opposed to his involvement in governing a land he sought to overthrow by violence, today often express respect and even admiration for his leadership as a peacemaker.

McGuinness still is dogged by questions over his insistence that he quit the Provisional IRA in 1974 after he was convicted of membership in the outlawed group. Experts on Irish republicanism universally dismiss his claim as a lie designed to protect him from potential criminal prosecution or lawsuits by victims of Provisional IRA attacks. McGuinness' group killed about 1,775 people, including the queen's cousin Lord Louis Mountbatten in 1979.

Ed Moloney, an expert on Irish republicanism who wrote the definitive 2002 account "A Secret History of the IRA," said McGuinness was the Provisional IRA's chief of staff and "gave the order for him (Mountbatten) to be killed."

"The top IRA general on Aug. 27th, 1979, was Martin McGuinness. Without his say-so, Mountbatten would probably have lived for many years more," Moloney wrote on his blog Tuesday.

"While much of the media coverage has dwelt on the significance of the handshake from the point of view of Sinn Fein, the person who has actually made the greatest concession here is surely the queen," Moloney wrote. "Ask yourself this question: If you were asked to shake the hand of the man who killed your favorite uncle, would you do it?"

Obama prepping thousands of lawyers for election

OLYMPIA, Wash. (AP) ? President Barack Obama's campaign has recruited a legion of lawyers to be on standby for this year's election as legal disputes surrounding the voting process escalate.

Thousands of attorneys and support staffers have agreed to aid in the effort, providing a mass of legal support that appears to be unrivaled by Republicans or precedent. Obama's campaign says it is particularly concerned about the implementation of new voter ID laws across the country, the possibility of anti-fraud activists challenging legitimate voters and the handling of voter registrations in the most competitive states.

Republicans are building their own legal teams for the election. They say they're focused on preventing fraud ? making sure people don't vote unless they're eligible ? rather than turning away qualified voters.

Since the disputed 2000 presidential election, both parties have increasingly concentrated on building legal teams ? including high-priced lawyers who are well-known in political circles ? for the Election Day run-up. The Bush-Gore election demonstrated to both sides the importance of every vote and the fact that the rules for voting and counting might actually determine the outcome. The Florida count in 2000 was decided by just 537 votes and ultimately landed in the Supreme Court.

This year in that state alone, Obama and his Democratic allies are poised to have thousands of lawyers ready for the election and hope to have more than the 5,800 attorneys available four years ago. That figure was nearly twice the 3,200 lawyers the Democrats had at their disposal in 2004.

Romney has been organizing his own legal help for the election. Campaign attorney Ben Ginsberg did not provide numbers but said the campaign has been gratified by the "overwhelming number of attorneys who have volunteered to assist."

"We will have enough lawyers to handle all situations that arise," he said.

The GOP doesn't necessarily need to have a numerical counterweight to Obama's attorneys; the 2000 election showed that experienced, connected lawyers on either side can be effective in court.

Former White House counsel Robert Bauer, who is organizing the Obama campaign's legal deployment, said there is great concern this year because he believes GOP leaders around the county have pursued new laws to impede the right to vote.

"The Republican Party and their allies have mapped out their vote suppression campaign as a response to our success in 2008 with grass-roots organization and successful turnout," Bauer said. "This is their response to defeat: changing the rules of participation so that fewer participate."

Several states with Republican leaders have recently pursued changes that could make voting more difficult, including key states such as Florida and Ohio, despite objections from voting rights groups that believe that the laws could suppress votes from low-income and minority blocs.

Republicans dispute that the laws are political, pointing to cases of election fraud and arguing that measures like those requiring voters to show identification are simply common sense. Pennsylvania's Republican House majority leader, Mike Turzai, however, told GOP supporters over the weekend that the state's new ID law "is going to allow Governor Romney to win the state of Pennsylvania."

Independent from the Romney team, a conservative group is prepping an Election Day team of its own to combat possible fraud.

Catherine Engelbrecht, president and founder of True the Vote, said the organization hopes to train and mobilize up to one million volunteers this year, many of them to serve poll watchers. One of the group's main initiatives is to "aggressively pursue fraud reports."

"Being a poll watcher is an age-old tradition and we're fortunate that so many volunteers are ready and willing to take a day off, learn what they need to know and help out at the polls," Engelbrecht said. True the Vote already has thousands signed up to help and had 500 trained election workers monitoring the Wisconsin recall vote earlier this month.

"They serve as volunteer guardians of the republic, to ensure that procedures at the polls are in keeping with state law," she said.

It's one of the efforts that have Obama's team fretting. The Democrats fear that anti-fraud activity could get out of hand, with vigilante poll watchers targeting and intimidating voters who may not know their rights.

"We will have the strategy and the resources to address the threat and protect the voter," Bauer said.

The Obama-aligned attorneys, most of whom are not election experts by trade, undergo training and have materials to show them how to help at the polls on Election Day.

Charles Lichtman, who is helping advise the effort in Florida this year after leading it in the last two cycles, first created the Florida Democratic Lawyers Council after the 2000 election, vowing that there would never be a repeat of that disputed vote. He contends Democrat Al Gore would have won the presidency over Republican George W. Bush if a similar legal infrastructure had been in place then.

Lichtman's efforts have since been replicated for other states. He said that is vital to provide voter protection.

"My experience has been that, in every election, the other side has taken drastic measures to try to suppress the vote," Lichtman said. The volunteer organization has not been involved in the 2012 legal disputes so far, though they are monitoring the developments.

Four years ago, the teams of lawyers organized by Obama and Republican candidate John McCain in 2008 went largely unused since the election wasn't very close.

But this year may be different given all the changes to voting laws ? and the closeness of the race in recent polling.

The states with the strictest ID laws require voters to show photo identification before casting ballots. If they don't have proper identification or fail to bring it, they can cast a provisional ballot but must later go to meet with state elections administrators to sort things out before the ballot is counted.

Voting groups see a variety of potential problems, such as how voters are informed of the rule changes, how poll workers handle voters who fail to bring IDs and whether voters are provided adequate notice of the steps they need to take after casting an absentee ballot.

About 30 states have some form of an ID law, with varying methods of implementation.

Legal challenges typically start coming in the weeks before the election, but "litigation has started coming sooner and more vociferously" this year, says Edward Foley, an elections law expert with Ohio State University. That includes lawsuits surrounding Florida's plan to purge ineligible voters from the rolls.

Foley said. "We're in an era of increased litigiousness over the voting process."

He said lawsuits after Election Day may occur only if votes in a battleground state are within the "margin of litigation." That would probably be a difference of just hundreds of votes, a result that would be rare.

(AP) ? With an eye on the Supreme Court ruling this week, Mitt Romney on Tuesday said President Barack Obama's time in office would have been wasted if the high court strikes down the president's signature health care overhaul.

The presumptive Republican presidential nominee previewed his health care strategy while speaking to supporters outside a Virginia machine manufacturer just two days before the Supreme Court was expected to rule on the constitutionality of Obama's signature domestic achievement.

"If Obamacare is not deemed constitutional, then the first three-and-a-half years of this president's term will have been wasted on something that has not helped the American people," Romney told more than 1,000 supporters gathered outside Carter Machinery in southwest Virginia. "If it is deemed to stand, then I'll tell you one thing, we're going to have to have a president ? and I'm that one ? that's going to get rid of Obamacare. We're going to stop it on day one."

At a fundraiser in Atlanta Tuesday, Obama countered that his health care law was critical to expanding health care coverage for millions of Americans and preventing companies from discriminating against people who are sick.

"We don't need to refight this battle over health care. It's the right thing to do," Obama said.

Romney's plan would not prevent health care companies from denying coverage to new customers with medical conditions. Nor would he force them to cover young adults on their parents' plans through age 26.

Though the economy remains the No. 1 worry for voters, the health care ruling could have the biggest near-term political impact. If the Supreme Court upholds the law, it would mean validation for the president and the Democrats in Congress responsible for its passage in 2010. But the overhaul mobilized small-government advocates and was a big force behind the GOP takeover of the House that year. So if the law is upheld, Republicans have a clear case to make for strengthening their numbers and their power to overturn all or parts of it.

Romney has public events scheduled Tuesday and Wednesday in Virginia, a state that has been an aggressive opponent to the health care law under Attorney General Ken Cuccinelli. The former Massachusetts governor is expected to deliver public remarks in Washington following the Supreme Court ruling Thursday.

Romney's promise to repeal the health care law has become a pillar in an agenda that so far offers voters few other specifics. He released a new television ad campaign late last week stressing that the elimination of the health care law will be the top priority in his administration's first 100 days.

Should the court strike down the law, however, attention would turn quickly to what he would do to help 50 million uninsured people get coverage and bring down the nation's spiraling health care costs.

Only about one-third of Americans support the law, according to a recent AP-GfK poll, but 77 percent want the president and Congress to start working on a new health care bill if the Supreme Court rules the 2010 overhaul unconstitutional.

Romney has promised to replace the measure with a handful of "common-sense" reforms, but has spent little time so far crafting a comprehensive plan. He did not address any plans to replace the law Tuesday.

Obama was set to appear Tuesday at two fundraisers in Atlanta, followed by two events in Florida.

The Wanted Cool Down 'Chasing The Sun' For 'Ice Age' Video

The Wanted chilled with vampires in their first "Chasing the Sun" video, but when it came time to film a second clip for the track, things got even chillier. In the new version, for the "Ice Age: Continental Drift" soundtrack, the guys perform on some icebergs while footage from the film plays.

MTV News was on set with the British boy banders when they shot the clip, and despite the song's more mature party theme, the idea of "Chasing the Sun" can easily be adapted into a family-friendly anthem about chasing something other than tequila shots.

"I think this song, it can mean many things," Jay McGuiness explained while shooting the clip. "To some people, it is partying all night and chasing the sun the next morning. That's what that [first] video's about; the girls, the teeth are there, the vampires. So we're all there partying away. And that's one aspect of the song. Another aspect of the song is chasing your dreams, the unattainable acorn in the distance."

The fourth film in the "Ice Age" franchise will hit theaters July 13, and several pop stars are in the cast, including Nicki Minaj, Drake and Jennifer Lopez has a part. This time around, the film's leading men, Manny (Ray Romano), Diego (Denis Leary) and Sid (John Leguizamo), go off on a new adventure where they meet up with pirates while exploring a new land.

"I'm the biggest fan [of these films]," Siva Kaneswaran said. "My dreams have come true by being in this video."

Nathan Sykes added: "I'd actually like to argue with you and say I'm a bigger fan than you."

McGuiness attempted to settle any band beef over by casting the entire group in the next franchise, if there should be one. "I think animated movies, in general, are great, and 'Ice Age' is like the crème de la crème of that," he said. "If 'Ice Age 5' happens, I'm gonna volunteer. We'll be like a strange troop of dodos. I don't know, what's left? They've covered all the great creatures. If you think of any more, we'll be there. Some British ones — why not?"

It lands at the feet of Balotelli, who shoots straight at the body of Hart before the rebound is prodded over by Riccardo Montolivo who was only a few yards out. How are the Italians not ahead?

2151: De Rossi misses a great chance for Italy who should really be 1-0 ahead. Pirlo delivers a deep corner into the area that is punched away by Hart. The ball is headed back into the mix and drops perfectly to De Rossi who volleys wide, on the turn, from around six yards out. He was under no pressure from the England defense but the chance goes begging when the midfielder had the goal at his mercy.

2136: Oddly, Wayne Rooney and Andrea Pirlo swapped shirts as the players went off for halftime, despite having at least another 45 minutes to play. If the scores are still level then, there will be 30 minutes of extra time to determine a winner. 2125: Fantastic play by Cassano, receiving the ball from Balotelli 25 yards out with his back to goal, before instantly turning and unleashing a stinging right-footed drive that Hart palms up into the air before pouncing upon the rebound.

2121: England goes straight up the other end, Rooney and Welbeck linking up with a neat one-two before Welbeck sidefoots the ball over the bar from the edge of the penalty area. Good, entertaining game so far.

2119: Good chance for Balotelli who gets inbetween Johnson and Terry as Marchisio clips a looping ball into his path. The Italian forward hits a tame effort on the half volley straight at Hart, his Manchester City teammate in the England goal. He had more time than he realized and was disgusted with himself as Hart made a simple stop.

2114: Johnson has slipped over twice now when quickly changing direction and sprinting after the ball. That decision to water the pitch 15 minutes before kick off seems to be hindering the England defender and perhaps a change of footwear could be in order. Mind you, nobody else seems to be suffering in the same way.

2110: Wayne Rooney has started to play a bit deeper in the last five minutes or so. Andrea Pirlo, the midfield dangerman who won the 2006 World Cup with Italy, has yet to see much of the ball and the Italians will have to bring him into the game more if they want to gain a greater control of the play.

2106: The English are definitely enjoying the better of the early proceedings and look threatening going forward. Both Roy Hodgson and Cesare Prandelli have spent time in their technical areas barking out instructions to the their players but you would expect it is Hodgson who is the happier with the start to the game.

2100: Another great chance for England. Johnson swings an inviting cross into the penalty area from the right and Rooney bends his run to meet the delivery, but he flicks his diving header well over the bar under pressure from a defender.

2058: England seems to be encouraged by that chance from Johnson, with Wayne Rooney breaking away down the left to force a corner. The Italians clear the imminent pressure but the ball is crossed back into the center and, after an unorthodox punch away from Buffon, Parker drills the ball wide from outside the penalty area.

2052: And now it's England's turn to go close. England works the ball down the right and Milner delivers a low cross into the penalty area and after a couple of deflections, it lands between the feet of Johnson. The right back eventually gets his shot away and it seems destined for the back of the net from close range but Buffon makes a splendid save, clawing the ball up in the air and catching the rebound.

2050: So close! De Rossi sends a left-footed shot on the bounce crashing off the post. The ball is pulled back to the midfield man who, with the outside of his boot, sends a shot swerving onto the face of the left post from 25 yards, with an outstretched Hart in the England goal comprehensively beaten. "Safety" can't sustain its own offbeat energy. By the end, even Aubrey Plaza would roll her eyes at it.

Neatly, the script embarks on one journey while dangling the possibility of another: the prospect of taking a sudden leap from comic reality into the realm of pure imagination.

"Safety Not Guaranteed" is most vibrant and vital at its edges, in the way that the characters interact with each other while waiting for something to happen.

It's brisk and assured and never begs the audience's indulgence. No time is wasted. The movie is, at every moment, either funny or pushing the story forward, or both.

The film is modest but skillful and heartfelt, spiced just so by Plaza and company.

Safety Not Guaranteed casts an enchanting spell from its opening scene.

The superbly-balanced tone of this sweet and sour outsider-romance is the real star of [Trevorrow's] feature debut, though breakout turns by on-the-cusp players Audrey Plaza and Jake M Johnson add to the film's warm and wondrous sense of discovery.

It is an offbeat charmer that is fun and engaging from a storytelling standpoint, but one that also brings a surprisingly rich emotional payoff.

Unlike time travel or jet-setting, "Safety Not Guaranteed" shows that making movies can still be more about the journey than the destination. Whether or not you have first-class tickets.

"Safety Not Guaranteed" is eccentric enough to get mistaken for an uplifting fantasy, but it's Plaza who belongs in the penthouse.

Hope is a powerful thing and Safety Not Guaranteed delivers in its tale of longing, deliverance and connection during the here and now.

An intriguing yet erratic effort...

Less of a philosophical argument and more of a character piece driven deep into the heart by Duplass and Plaza.

Have you ever wondered what mumblecore sci-fi would look like? Wonder no more.

Rather than trying to beat Hollywood at its own game of high-tech gadgets and weaponry, director Colin Trevorrow and writer Derek Connolly achieve a sly mix of the insane and the mundane.

A character-driven piece about regret and true partnership - our basic, primal need for someone to take the journey with us even if safety is not guaranteed.

Aubrey Plaza is the best thing about this iffy mock-sci-fi doohickey.

As a hipster rom-com about people trying to shake off their pasts to make present-day connections, it's pretty satisfying.

A strange, light-hearted bit of quasi-sci-fi, with no small amount of heart.

The material is played mostly for laughs and succeeds in that regard. The undercurrent of lament in Safety Not Guaranteed, though, is what holds the film together.
